Missing Access Wizards on 2000 Server

I have installed Access 97 on several 2000 servers. The wizards do not load when installing Access 97.
Does anyone have a cure.
 
The default installation does not install some very useful wizards.

WARNING
When I installed Access 97 on a server and had users able to start the application off of the server, a lock file apparently was created on the server. User #2 could not open the database properly. MS could not provide me a work around, stating that each user should have their own local MS Access copy.

Once I did that, I was Ok.

Whether MS was blowing smoke to get extra licenses, I did not try to investigate futher. The cost of the licenses was much less than the time I was spending fighting the lock out.
 
I always do a custom install and 'select all" ....I have installed Access 97 on plain old 2000 machines and it is fine. Only server version gives me the problem.
