Missing 4 GB of Memory

Did a PSU unit change, and right by where I had to pull out the 24 pin of the Motherboard and snap back the new connection, is where my Memory Module dual Channel sits

I gently unsnapped the retaining Clips and pull out the Memory Stick that is closet to the 24 pin connection to have more room to access the 24 pin connection.

After I completed the PSU unit changed, when I booted my DELL up, my BIOS & Windows - only register 4 GB,even though I have installed 8 GB of Physical Memory.

Running Windows 8.1 Pro + 64 Bit machine

Things that I have tried:

Re - swapped the Memory sticks, making sure they are seated properly.

Tried accessing the BIOS [ AMBIOS] to locate >> "Memory Remapping" to see whether it is Enable - Cannot locate in AMBIOS.

Msconfig >> Boot >> Advance Option >> "Max Memory " value is zero.

Reset the BIOS - by popping out the Battery, waited 10 mins, before Installing it back.

Install only one stick at a time and verify the system can boot from each module, because if the BIOS can't see it then it's either not seated fully or just dead.

I have tried to have just 1 stick in DIMM Slot #1, and it won't boot.but if I have the other stick in DIMM #2, it will. Detect the "Missing" 4 GB Memory using Belarc Advisor.

Test to see if the socket is dead, or if the RAM itself is.

Try boot with one stick in socket 2, and then the other stick.

My guess is socket 1 is dead.

Usinng a process of Elimination suggested, these are the results I tested on individual Memory with Individual Memory Channels or sockets.

- Starting with what I got with I had installed now, I assume that the Memory stick on DIMM #1 is - Good and obviously DIMM #1 socket is good too. [ indicated by Belarc advisor on the screenshot]

- Popped out the Memory Stick from DIMM #2, and snapped back the retaining clicks and Rebooted
>>> Booted well, and obviously shows 4 GB in System.

- Cleaned the gold contacts of the removed Memory stick from DIMM #2, and air blasted the memory channel as well. Reinstalled by making sure it is seated well [ the clips snapped bachk in place, when pressure is applied to the Memory stick ] - This step is obviously to eliminate the possibility that the Contacts or the channels are "dirty".
>>> Rebooted, Same result showing 4 GB.

- Nest, Pop out the Memory stick from DIMM #2 , making sure I made a indication on the Memory to identified it, not to mix up with the one on DIMM #!. Popped out the memory stick from DIMM #1 and installed it on DIMM #2, and snapped back the clicks on DIMM #1 and Rebooted.
>> Won't boot, Beeping noise heard. That elimated the Memory stick that I removed is Good and I confirmed that in the Next step.

- Air blasted The Memory Channel, making no dust accumulated , and I installed the Original Memory stick that I cleaned from DIMM #2 , and installed it on DIMM #1. Rebooted well, and it still shows 4 GB in System.

Conclusion on Test : DIMM #2 is Bad.

** Guess I either have to buy another stick of memory , 8 GB , and stick it in DIMM #1, if I want to fully utilize the the Max, 8 GB supported by the DELL Board , or stay with my current situation. ***
