IRC is a protocol, mIRC is an application. There are plenty of applications that use IRC. Some are good (irssi, BitchX), some are piles of dung (mIRC).

IRC existed before mIRC. And despite being the most popular, mIRC is probably the worst IRC client available.

The last message from an ircop says they're trying to "mitigate the effects of these criminal activities" but they don't say whether it's a DDoS or whether a real break-in.
