mirc connection problem

Why is it I can DCC connect to someone one min but can't the next? Its the same dude? The DCC box just pops up and says sending but then it says connection failed. I don't think it does this to everyone. I am a mirc newb so is there something I could do to help the connection problem?

Have you checked the DCC options (under Tools --> Options) and see if any of the ignore flags apply?

thats not it. It will connect to some users but not others. Figured it might be were I am behind the firewall but I disabled that without any luck.
