mirc and downloading issues

I have a general question with mirc. I noticed that certain people I can download from through dcc'ing and certain people I cannot. I get the dcc is pending set your client to recieve message. I am using the standard windows firewall, and my dcc is obviously set to recieve as I can connect to certain people. Could this be a port forwarding issue? I have no clue which ports would need to be forwarded if it is. thanks
