Miracast: Why doesn't it work on my PC?

This is probably the most undocumented technology in the world, Google yields nothing in terms of how to debug.

I have a Win8.1 PC desktop and I'd like to cast to my TV, a Samsung Q9F. Under devices, I can see the TV using my desktop.

However, when I follow the procedure for casting, I can only project to a connected screen, it doesn't give me that option. According to all literature I've read, it should pop up, as:

My graphics driver is WDDM 1.3
The WiFi adapter is a Netgear A7000 with NdisVersion 6.3

Why doesn't it pop up?

Ha yeah this thing is kind of an unknown. I have tried to set it up on a few TVs. Sometimes it works, often times it wont. And from what I can tell there are a couple distinct requirements. The WiFi adapter needs to support a specific protocol. And so does the video card. So you may have a Miracast capable GPU. The Wifi is not and thus it wont work. And vice versa.

It's hilarious because with YouTube, the "Play on TV" functionality works fine, and it works really well. I click on it, it instantly picks up the TV on my network, and works well. So obviously, there is no hardware impediment at all to doing it.

But, Windows Miracast doesn't work for unknown reasons
Samsung Smart Connect, which seems to be the correct software to use for this, doesn't detect my TV (???)
To cast anything other than YouTube, Chrome asks me to buy a Chromecast (why? I can obviously already do it with the hardware I have, just let give me a paywall instead of having to plug in a physical box).

Suppose your Samsung smartphone supports Wi-Fi Direct?

Wi-Fi Direct & Miracast works between devices, not through Wi-Fi network, they are point-to-point.

Chromecast works via Wi-Fi network, completely different technology than Wi-Fi Direct & Miracast.

OK. Your Samsung smartphone & TV both should support Smart View. Which is screen mirroring. And seems compatible with Chromecast.
