minor but annoying problems with geforce2 and iomagic pcpvr...need help solving these

i just finished putting together my new comp. running a 1.4 tbird on a k7s5a with crucial 256 DDR, geforce2 pro 64, I/O Magic PCPVR tv tuner, and sb live value. everytime i run the tv program (PowerVCR II) i cant use my taskbar anymore. initially i thought it was just a incompatibility issue btw win2k and my tv tuner card but today this happened while i was downloading some files off the internet. everything else works fine except the taskbar (start button etc). i have to press CRTL+ATL+DEL and choose "Log Off" then it works fine again. Also everytime i shut down or restart a window pops up saying "End Program - Creative Launcher" and a progress bar. If i dont select "End Now" and let the progress bar reach the end, i get some error message. and one more thing. My vid card manual says it can handle refresh rate of 75 Hz upto resolution of 2048x1536. but when i put my windows refresh rate at 1280x960 or 1280x1024 i cant go any above 60 Hz. is this cuz i dont have my monitor selected in win2k? i have a NEC MultiSync FE700 by windows says i have a Plug and Play monitor? i would appreciate any help on these
