Minimum processor state in vista always jumps back to 100% by itself after a couple of hours...

In power management I lowered the minimum processor state to 30% and the proc speed drops to 1000MHz but after a couple of hours I check again and it's at 3200MHz, I look in power management and lo and behold the minimum processor state is back up to 100% again but all the other power settings haven't changed...
this is on a Gigabyte GA-MA78GM-S2H...
What could be the problem???
or at least is there some kind of script that I can have automatically run every 5 minutes to lower it to 30%...
