Minimum processor speed for maximum internet performance

Anyone know the what the lowest processor speed would be for the internet whereas a higher processor speed would not show an increase in performance given a standard 56K connection rate? Includes streaming video, Java apps, anything that would be the most demanding on a processor on the internet.
