Minimum notebook config to play blu-ray without stuttering.

Minimum specs:
Graphics: Intel X4500MHD chip or the current interation of integrated Nvidia or AMD graphics chips.
CPU: Any of the current generation mobile chips (Celeron/Semprons are questionable, and something like the Intel Atom will not cut it at all).
Memory: 1.5GB or higher. Preferably 2GB.
Drive: Blu-ray capable drive
 
i think it would be safe to assume that when a laptop comes with a blue ray player it would meet the requirements to play them

Man, you are right, I hated when all those Microsoft brand laptops didn't properly run Vista.

Do I agree with the point you are trying to make? Yes. In that just because a laptop has a BluRay drive, does not necessarily mean that it is ideal for BluRay (in my opinion, it should have a screen that outputs 1080p meaning WUXGA, and it should have a dual core CPU). However, Sony, being one of the primary backers of the technology, should certainly be expected, and rightfully so, of providing such a machine if it were to come with a BluRay drive standard. I do know that vendors such as Dell, pop up a little message if you select a BluRay drive along with an underpowered processor. So, in this case there does appear to be due diligence taking place on the part of the vendors.
