Minimum CPU for Youtube 4K?

I have an i3-2100, 8GB. Win7
Assume I have a 4k monitor, display port, and a graphics card that supports 4k.

What is the minimum CPU I need to download, then watch Youtube 4k videos using VLC or some other software program? If I have a graphics card that supports 4k, does the cpu matter? If so why? 4K TVs don't have high end cpus, do they?

I would like to get a 4k monitor and GC to future proof myself, but not if I need to buy a new cpu, MB, etc...

My Q9300 Core2Quad at 2.85Ghz, with a Radeon R7 260X 2GB card, in Windows 10 64-bit, can play back YouTube 4K videos just fine, scaled down to 2560x1440 (VSR) on a 1080P monitor.

ASRock's specifications for it's J3355B-ITX motherboard indicate it supports HDMI with max. resolution up to 4K x 2K (3840x2160) @ 30Hz or 2560x1600 @ 60Hz (Intel J3355). The more powerful ASRock J4205-ITX motherboard supports HDMI with max. resolution up to 4K x 2K (4096x2160) @ 60Hz (Intel J4205). Both DVI-D and D-Sub support lesser resolutions. As a bonus, you can convert your graphics card into a powerful, high efficiency paper weight.

The J3355B-ITX is currently available at Newegg for $58.99. I suggest waiting for independent testing to verify these claims. Somehow, I do not see the benefit of spending big bucks to future proof for 4K video which is now a standard feature of Atom class processors. What is the world coming to?
