1. What YOUR PC will be used for. That means what types of tasks you'll be performing.
Web development, browsing and some times for lightroom

2. What YOUR budget is. A price range is acceptable as long as it's not more than a 20% spread
~50,000 Indian Rupees (750$)

3. What country YOU will be buying YOUR parts from.
India

4. IF you're buying parts OUTSIDE the US, please post a link to the vendor you'll be buying from.
flipkart.com and theitdepot.com

5. IF YOU have a brand preference. That means, are you an Intel-Fanboy, AMD-Fanboy, ATI-Fanboy, nVidia-Fanboy, Seagate-Fanboy, WD-Fanboy, etc.
Prefer Intel

6. If YOU intend on using any of YOUR current parts, and if so, what those parts are.
None.

7. IF YOU plan on overclocking or run the system at default speeds.
Nope. No OC.

8. What resolution, not monitor size, will you be using?
1080p or 1440p

9. WHEN do you plan to build it?
Within 1 week.

X. Do you need to purchase any software to go with the system, such as Windows or Blu Ray playback software?
Nope, plan to use Ubuntu

Here is what i have planned... Would really appreciate if you could confirm or recommend changes.

CPU - Intel i5 3570 [4570 is expensive than 3570 in India, specs wise 4570 ~ 3570] Rs 13,700
MB - Gigabyte GA-H77N-WiFi Rs 9,200
RAM - G.Skill Ripjaws 1x8GB 1600 Mhz[I will get one more in the future if needed] Rs 4,400
SSD - Samsung 840 12GB [I plan to buy external 1TB drive, so this should be good enough] Rs 6,400
PSU - Seasonic S12II 430 watts Rs 3,500
Cabinet - Cooler Master 120 Elite Advanced Rs 3,300 [Capable to using full size PSU. Not sure about that RAM though. Also, with no GPU and extra HDDs i think it should run sufficiently cool, right?]
Monitor - Dell S2240L 21.5 inch IPS panel Rs 9,000

Total - ~50,000

Thanks a lot in advance!

Check the benches first, light-room is very CPU heavy and a Fx8350 can be faster than 3570.Get 16Gb ram, rest of your specs look fine.

Edit: it seems a 3570 is faster than 8350 in LR, so your cpu is fine

What you've listed seems pretty good. My biggest question is what are you going to use for photo storage? A 120GB SSD will fill up pretty quick if you shoot high MP.

My pics are currently in a 500GB USB 2 external HDD... In couple of months i plan to add an internal hdd to the pc or maybe a USB3 external one connected to the pc all the time.

I wish SSDs were cheaper 🙁

I figured as much, but I wanted to make sure. USB drives are kind of slow, but the experience will be much improved if you keep your Lightroom catalogs on the SSD, even if the images themselves are on the HDD.
