MINI DV cassettes

Is there anything out there other than a mini DV recorder itself that can play back these MINI DV cassettes??

Kind of. MiniDV is a format designed for professional applications and digitalization, so it's no surprising devices to translate these to a TV are not mainstream.

Some MiniDV decks can do the job, but at that point you're buying video editing equipment, not just playback equipment.

So there's no cheap deck I can buy to view this format?

Not really. If you want to look for one, look under A/V equipment sites, not consumer electronics. You MIGHT be able to score a cheap one for about 70-80 dollars.
