I am thinking about putting together a box that I can use for the specified purpose. I am on a very tight budget because I am in college and everyone knows about that stuff.

I have a Pentium II 300 would that be enough power for what I want it to do?

Also what kind of video card should I try and pick up for the cheapest price I could get with still haven't good TV-Out?

Also I saw somewhere that they connected N64 controllers to their computer and I was wondering how they were connected, cause I have a few and that me a cheap way to have some controllers.

Thanks

To answer a few of your questions:

1. The n64 controller is called "adaptoid"... look it up for some more info. Basically makes n64 controllers into PC gamepads

2. A P3/300 will be ok for DiVX and Mp3, but for emulation you will want something more: For a basic 2D emulation machine (SNES, Arcade, Neo-Geo, NES, Genesis, etc) you could get by with a P3-450 or the like (mainly for SNES and Neo Geo) and a cheap tv-out video card, but if you want to emulate the N64 you will want a 700Mhz or higher processor and a Good 3D TV out Card (Geforce 1/2, Radeon).

I just put together a microATX system for this exact purpose and I used a Duron 800Mhz, GF2 MX400 64MB w/TVO, 256MB, onboard sound+LAN. Works great! It did not cost me much to build.
