ok I installed it now after everything is loaded it keeps saying (unable to load language resources) at the top of this window it says MMCPL.

Sounds like you don't have them installed, and for some reason it is looking for them Check MS Info, Tools, Sys COnfig, StartUp and see if there is anything like that checked. Otherwise you must have aregistry entry that says to load them . . . and if you don't have them . . . that entry should be deleted.

Run Norton Windoctor (2001 version in NSW) and it will usually find those errant entries.
