Might be Power Supply Problem?

Hi friends!
One of My neighbor's uncle own a PC and it got some problem few days ago. When they switch on Computer, the CPU light flickers for about 5-6 minutes along with that mouse laser light also keep on and off and after 6 minutes, it stops.
Then it turns on normally on one click of power button. I suppose this has something to do with Its power supply. what do you say?
and any solution to the problem will be highly appreciated.
