Yes, but it still causes the issue where they steal focus and do not open in the background. I can no longer open a ton of tabs and work my way through them.If indeed it's Chrome's pop-up blocker preventing that behavior, can't you just whitelist Anandtech forums in Chrome to allow pop-ups? Looks like I did that some time ago, although I don't recall why.
Settings > Advanced > Privacy / Content settings... > Pop-ups / Manage exceptions...
