Ever notice how all ovens use duty cycle to determine power? It's like turning a light on and off (slowly) to control the heating. It sucks as some food heats extremely fast and has problems, say defrosting.
Now understanding how the magnetron works, it really isn't possible to reduce the amplitude of the microwave signal linearly. You would think there would be another way to do this.
