Microsoft's Virtual Desktop Manager Powertoy for Windows XP. How do I activate it?

I just downloaded and installed Microsoft's Virtual Desktop Manager Powertoy for Windows XP from their "Powertoys for Windows XP" section . How do I activate it? I cannot find it. Did a file search, nothin. What am I not getting here?
