As they should.

Anyway, I didn't see anything on there that said if it was the full version or not. This price is in line with the upgrade price. Maybe they just forgot to put upgrade in the description?

I believe this is the full OEM version, though I am not sure how they are selling it without selling "hardware" with it. There is also XP Professional (which IS marked "full OEM") for $141.99 with free shipping (shipping is free on $100+ orders). $3.99 shipping on all orders under that.

Not too bad, but I haven't shopped around too much.

This looks like the Upgrade version. The product shown appears to have Upgrade in the top corner and as Derango points out this is in line with the upgrade. Fry's had this last week for $79.99. Hmm, dropped $2. The Pro Full OEM looks like a good price.

Actually this is pretty standard pricing for OEM versions of XP. I buy copies from Newegg for $88ish frequently.
