IMO, Microsoft has shot itself squarely in both feet this time, with win 8, from the perspective of their cash-cow enterprise customers.
Analysts have been bearish on Microsoft for years. They keep expecting Microsoft to grow like a startup when their core markets have reached saturation. They're a mature company generation a consistent profit.

What I don't understand is why downgrade rights to vista?

Why not?

I'm sure some places had standardized on Vista before Win7 came out so why shouldn't those places be allowed to stick with it until they decide which version of Windows to standardize on next?

Downgrade rights to Vista because OEM downgrade rights are always 2 previous versions. That means 7 or Vista are valid downgrades. The next version will offer downgrade rights to 7 or 8. There is nothing new here.
