To summarize:

Senate (Bipartisan) - Wants the Executive branch to do more, because what we're doing now is having no effect on changing the actions of Russia and the midterms are coming up.

Executive Branch - Doesn't want to do more because it would require hitting the Russian energy sector, which would have negative impacts on "global partners" and that it's taking them a lot of research to finely target Russia in a way that doesn't impact anyone except Russia.

Which would, possibly, be reasonable as a defense if the Executive himself wasn't in the process of slapping tariffs around willy-nilly with no thought to the consequences. That's a fairly large elephant to ignore.
