i've noticed several PCs at work have this installed. I don't have it installed on my home PC. what does it do? i can't find anything on google about it.

edit: this is a Service, not a prtocol, so its different from the TCP/IP protocol. in case anyone wants to make a stupid comment

i'm having issues where my internet connection stops working even though everything works fine. could not having that installed have something to do with it?

IPv6 is a new set of protocols (among them TCP/IP) that is far from widespread yet. They probably install it for future-proofing.
