Is this still valid for Vista?

It finds errors all the time regardless where in XP you could run it several times and the undo file would shrink until it found no errors - typically after 2-3 runs.
 
Regclean hasn't been supported for years. It is no longer available because it caused problems in systems before. I don't believe Regclean was ever certified for Windows XP either, so I would really think twice before you run it on a Vista system, esp 64-bit. Personally I don't see a need for RegClean, at least generic ones, on NT-based systems. These types of program were more valid during the Windows 9x days.
