Microsoft Outlook not running rules

I have a filter set up to put emails from my school account into a different folder, but it never works filters the messages when they arrive, even though in the rules wizard it says "apply rule after message arrives". I end up having to manually run the rule. How can I fix this? Thanks
 
I don't have a solution, but I found out what the problem is. It seems that Outlook XP is performing a send/receive before the rules can be loaded. For example, if you receive an email after having already started the program, the rules will work fine and the email will be redirected properly. Now if only I could fix it...
