Microsoft Outlook 2003 can't send/receive mail

Hi, just installed MS outlook 2003 (office 2003 package)

i am sure the incoming and outgoing mail servers are correct, correct login name, correct password.
but when i click on the "test account setting", it has a big red X bside the incoming and outgoing (pop3, smtp) servers and "canceled" is the status..

however, i have a green check beside "establish network connection" and have a "complete" as the status.

now i can only use my IE to check mail.

now, what is wrong, anybody know?
