Question Microsoft OneDrive and syncing files so they're available offline

I was under the impression that OneDrive (we'll say for Win10 1903 but I doubt it makes any difference provided it's a client designed by MS) by default syncs all files hosted on OneDrive so they're available offline.

On this customer's computer it very much seemed like that ought to be happening (settings > account > choose folders > everything ticked at a glance), however every file that I hadn't yet opened showed a cloud icon next to it rather than a green tick. The OD client reckoned everything was up-to-date too, and the Internet connection appeared to be completely functional, and I signed out of Windows / rebooted a few times partly to try and give OD a client and partly for other reasons like software installations. On their other two computers it appeared to be a very similar story, so it's not just an issue affecting one computer or one collection of OD docs.
