It's probably talking about some manner of DivX/XviD file. Microsoft is inherantly hostile towards MPEG-4 solutions like DivX, and as such they refuse to support them. You'll likely have to convert to another format -- like MPEG-1 or MPEG-2 with TMPGEnc -- in order to convert to wmv.
RadTools can take divx or xvid or just about anything and convert it to almost anything you want... I've used it a few times to make a Quicktime movie into an MPEG-2, then cut it up and edited it in Windows Movie Maker and made a WMV.
