Microsoft Exchange 2003 behavior question

Sorry if this isn't the correct forum, it is a difficult issue to google so you get it.

If a user sends an email as a distribution group (Corporate System Managers) to another distribution group that contains the sending distribution group, the "corporate system managers" distribution group does not receive the message.

For example

From: Corporate System Managers (distribution Group)
To: Corporation (includes Corporate System Mangers dist. group)

Any ideas?
