Not a lot of detail in this post, but clearly this is a containerization tech aimed at the same use cases as docker/LXC on linux. Since Windows lacks kernel level support for namespaces and cgroups they've had to come up with a special kind of process and a minimal OS to support it. Haven't studied it enough to divine much more than that at this point.
