microsft site won't load niether will symantec

This happened to me for the second time.

First time i thought i caught a virus, and so i reformated.

Everything was good for a bit,

Then outta no where, this happens again?

Symptoms are ONLY that Microsoft.com / symantec.com won't load

And I noticed ALL antivirus sites won't load.

Reformat again?
 
If you don't have tons of time invested in that Windows installation, I'd suggest nuking it, starting over, and using this strategy to secure it better next time.
