Microphone Wizard

I have a user that has an HP tablet that wants to be able to use voice dictation. The problem is that when he tries to start up the voice training he gets a system error that says "Unable to initialize microphone wizard." He has "user" rights and when I run his talbet as "Admin" it works fine. I've tried giving him access to the process that runs the microphone wizard, but this didn't help. I'm stumped..... Any suggestions?
