Micron D9 chips and latencies

I read here everbody wants Crucial 667 memory because of the Micron D9 IC on them. What is benefit of getting D9? I dont plan on OCing so should I instead go for cheaper memory like Patriot 667?
Also if i get 800 ddr2 then lower it to 533 to get better latency like some people said, how does that help? with what kind of computer tasks or programs? fps? graphics? faster loading? I am not a gamer. Just need info on what d9 and latency hype is about.
 
Nothing special about those mid-level D9s. These single-sided 1GB HP/Crucial modules can hit 400MHz at 2.0V with 5-5-5-15-2T timing. That's slower than the more expensive DDR 800 (2 to 4%), but you're only paying $10-$15 per GB. I doubt that the Patriot can go that low on price.
