Some city council members want to require all adult men to grow beards -- or buy a $10 shaving permit -- as part of celebrations of the 150th anniversary of the town, just north of Saginaw.

Hmmm...they're being good natured about all the threats, so I say whatever. It's just a birthday celebration thing...let them have their fun.
 
If they would actually want this as something permanent the 'WTF' level would be quite high. But as a joke celebration of some silly thing 50 years ago it's decent.

Read the story. You have to start out clean-shaven to be able to enter their beard contest to begin with.
