Mic problem?

When I turn on my comp, the mic is also on. It picks up the speakers and creates a feefback loop. I can mute the mic.Should my voice play over the speakers when
I use an internet phone? My mic is plugged into the sound card.Is this normal for
the mic to be always on? Every thing works fine otherwise

256 meg ram
sound blaster pci512 card.
real hollywood decoder
adsl hook up
