Method to limit program CPU usage?

I'm trying to find some utility to limit an application's CPU usage, e.g. lowering the CPU priority to the minimum. The Free ISP I have right now, 3web (Canadian based), is consuming almost all of my CPU's (sadly, just a P166) cycles with its bloated ad bar. I don't mind looking at ads, but this is ridiculous (confirmed using Norton Utilities System Doctor - varies from 50 to almost 100% even when no other apps are running except the ad bar). Unfortunately, living in Canada, there aren't too many choices. Even typing this message is very slow. Suggestions? Thanks for any help.
 
Actually I tried that one already, but it is extremely slow (not software, but connection-wise). I've tried many ISPs over the years, and that one was, by far, the slowest. I would often wait a couple of minutes for pages to load, only to have them time out. I also was using Netzero for a while, which was generally fine, but since they instituted the 40 hr monthly time limit, it's not satisfactory anymore. Thanks anyway.
 
Search for Another Task Manager. Great program, monitors all tasks and you can change their priority or even the priority of processes within a program.
 
Thanks for the posts!🙂 Another task manager (ATM) is a great program and is exactly what I was looking for. I downloaded and ran the program. I reduced the priority in the threads of the offending program/process and I now have 'control' over my system again.

 
In Win2k, go to task manager, right click on the process and set the priority to one of realtime, high, above normal, normal, below normal, or low.
