Metal workers/welders

I am installing a 170 pound range hood over my stove and the brace that it came with is too tall.

Here is a picture of the brace in pieces.

The brace is currently about 23" long.

I need it to be about 13-15" long.

I want something like this (10 min Photochop).

I will be taking it to a metal shop to get the work done but I was wondering about the durability of new weld points. Here is what the current weld points look like.

I want to basically remove those weld points, move that bottom brace up higher on the legs (by removing part of the leg) and reweld.

I am completely voiding the warranty on this puppy by doing this and the two guys I bought this from say that custom mods like this happen all the time when installing large
equipment.

So my questions...

1. Should I be concerned about "rewelding" weakening the structure?

2. Can you suggest a better way to move that bottom section higher?

3. How much should I expect to pay at a metal shop to do this and how long would it take? (I am in California)

I do not do metalworking or any related work for a living. But if done properly, I do not think that re-welding it will weaken it. Welders charge $50 an hour (and sometimes more). Expect him to spend an hour on the project plus the cost of materials.
 
It will "weaken" the structure, but considering the very, very large margin of safety on that piece of metal, I wouldn't sweat it.

What do you mean by "margin of safety?"

Also, another question...

Does shortening the total height of the brace affect the amount of weight it can handle? Meaning, if it was rated to carry 170 pounds at 23" will shortening it to 13" increase/decrease the maximum load?

instead of making small tacks, have them lay down a full bead.
that will be stronger then the original.

it looks like there is some sort or chrome coating.
any cutting or welding will ruin that.
