Messed up video, even in BIOS

I bought a new 6800gt (same as my old one that died), and when i boot up I get all kinds of weird things on my display. Items like lines, ascii looking characters, and other weird things. I am sure the card is probably bad, but I am just wondering if you guys had any suggestions. Also i have tried another 6800gt thats my friends, and it works with no problems.

1) is your power supply a quality-brand unit with ample wattage? What's its voltage readings in the BIOS?

2) do you have the 6800GT's auxiliary power plug hooked up (assuming it has one, like most do)?

It's an OCZ 520W used to power the exact same card, yes the aux. power is hooked up.

What are the voltage readings looking like in the BIOS? If you have an actual multimeter, check the PSU's output voltages with that.
