Messed up 640x480 Display

I recently upgraded the video card on my computer. Now, many of the games my children play (which are in 640x480 mode) are messed up. The display never fits on the screen. And some graphics on some games become distorted at times. If I go to the display settings myself and change them, the display acts like the monitor is 3 times bigger than it actually is. The Start Button and Taskbar are not even visible. I was unable to successfully resize it. Any ideas? Here's my stuff:

Windows 98SE
Pentium 266
ATI XPERT 128 (16 MB) PCI Video Card
 
If your problem is just not being able to adjust desktop because of the huge fonts, open display properties by right clicking on the desktop, make your adjustments, then to get to the apply button just hit tab 4 times and then hit enter.. that should get you the desktop size, then you can go into advanced to adjust refresh rate and font size.
