Merlin MAGIX PBX programming help needed!

I'm having a problem with the phone system...
It is a Merlin MAGIX R2.0
We have a processor card, 2 DS1 Cards conencted to local and LD PRIs, about 6 MLX016 card, 2 MLX008 cards, a TDL024 card, a 12 port Merlin Messaging card, a 408LS/GS/TTR card for the emergency phone.
All cards appear to be wroking right.
I'm not having any problems with call routing / ARAS.
Cover group 30 is setup to go to voicemail.
Some extensions seem to have issues with voicemail coverage... They will just ring and ring and ring and ring. I think it might have something to do with people attempting to enable the outcalling feature, but I am not sure. I checked to make sure the extension is i calling group 30 - even removed + readded it. I deleted+recreated teh associated voicemailbox and reassociated it with a phone. Still no go. Eventually I moved the person to a new extension, set everything up from scratch and voila! it works great. I checked obvious things like VMS Off buttons, etc. etc.

any ideas on how to get these lost extensions reconnected with a voicemail port? TIA
 
The MAGIX is different than the legend in that it supports more advanced features and boards and things like VoIP, but it is essentially a big Legend.
