Merging multiple pdfs and images into 1 pdf

Is there any free software that I could use to take multiple files, some already pdfs and some jpegs, and merge them all into one big pdf?

I have to submit expense reports with receipts every week and it's getting to be a PITA when I have electronic receipts in the form of pdfs for car rental, hotel, flights, plus a bunch of pictures of paper receipts all separately. I'd like to be able to put everything in one file and upload it all at once. I'd just paste pictures into a Word file, but our expense system only accepts pdf, tiff, and jpeg.
 
I import pdfs into gimp, export as jpg, import the jpgs into libreoffice, then export as a multipage pdf. Not something I do frequently, so I haven't looked into streamlining it.
