Menu doesn't come up.. Help

Hmm, something is terribly wrong with my Windows XP (SP1).

When I right-click the title bar (aka "blue bar" 🙂) of any window, the usual menu (Move, Size, Minimize, Close, etc) doesn't come up. I need to click the icon in the upper-left corner of a window to bring up that menu.

Is there a way to fix this?
