Menu bars and buttons all missing!! Help!!

I have windows 2000 professional. All folders, except the
windows explorer under Start -> Accessories, have no menu
bars or buttons. No File, Edit, View menu, nor the back,
forward etc buttons, and no address bar. I don't know
what I did to cause this problem, but I do not know how to
fix it. I read somewhere that the menu bar (File Edit
etc) cannot be removed, but somehow it has been removed.
Does anyone know a way to fix this? I have tried
everything I can think of.... Alt+f doesn't do anything,
and folder options under control panel doesn't do
anything. I have installed windows over the existing one,
and still the same. I really do not want to format and
install fresh again, so if anyone knows how to fix this
problem, i will greatly appreciate it!!
