I seem to collect watches... A number of sources import non-US models of many brands, Seiko being one of them. The problem is attempting to get service on them. Parts can be a problem too - even links for the band can be different on US vs. non-US of very similar models. J Springs is a Seiko Instruments Hong Kong brand. My experience with non-US actual Seiko's is that Seiko USA will not honor warranty service if needed, and either cannot or will not sell parts for them. That said I have several non-US Seiko's (no J Springs though), and have never had problems with them.

Not $29.00 shipped because eCost hides their shipping charge by calling it a handling charge and doesn't show it until the end of the buying conversation.

Also, the $400 "list price" is as phony as G W Bush's Iraq Nuclear Weapons claims
