This is an old gateway computer, it has a celeron 700 mhz CPU. When Memtest86+ the test freezes at the exact same point every time. It totally freezes up at 33 seconds consistantly. Does memtest86+ work properly with celeron CPU's or should I use memtest86 v3.2? Does this mean the ram is bad or the mobo? Or is it possible to tell without trying other ram? The test does not report any errors in the ram before it freezes.

Are you sure its freezing? Memtest can take a while. The first few steps are fast, but the next steps can take hours.

Well, here is the thing. The reason I'm pretty sure it's freezing is because the walltime stops at 33 seconds. If it was still testing I would think the walltime would continue to count no matter how long the test takes.
