Memtest Question for Inspiron 8600 Owners

I just got a new Inspiron 8600 and am running Memtest. For some reason the 512MB memory is showing up as:

Memory: 511M 750MB/s
Settings: Ram : 99MHz (DDR198) / CAS: 2.5-3-3-10

Since the 8600 has 2700 RAM, shouldn't I see 166MHz (DDR333)?

I just downloaded CPU-Z to check out mine. It too was running much slower than 1.6. I downloaded the SETI CLI, fired it up, and now it's humming along @1.6ghz. Must be the power save feature underclocking the processor when it doesn't need all that horsepower.
