when you burn a CD to be bootable, you need to add a "boot sector" kinda thing. sorry, that's not a good description, but in Nero there is a special item to select for a bootable-CD burn.

FYI: When using Nero to burn this, just select File and Burn from image....When I did this, the resulting CD was bootable as the boot info is already in the ISO.
