memory timings

i was wondering what ras to cas delay, rasprecharge deay and active precharge delay do/are?i understand cas latency 2,2.5,3 but i not sure about 3,3,7. i ask because i have a stick of kingston 3200 at 2.5-3-3-7 my cpu is overclocked to 200x13 and would like to get my ram in the game to? oh ya what is command control
