Ok I was wondering what was the most efficient way to test overclocking capability of ram?

I thought maybe increase the HTT in windows and running superPI at 1M each time would be good. Once you reach instability you can now try to increase voltage a bit or just stop there.

Or is it better to overclock only from the bios?

Just wondering cause seems that running a 15min memtest everytime you increment the HTT is kind of excecise since its not even the point where you stress your system for 24 hours.

Well I looked at various guide and none explain how they execute there procedure except by saying increase htt by increment of 5 - 10 Mhz.

Any input would be appreciated

Thats a good technique. I do the same except as I get closer to the limit I start running 4m or 8m at every increase. Then once I find my best stable using that method I drop HTT 2mhz and run memtest and prime95 overnight, if that passes, thats my max ram o/c

Of course finding your best timings requires similar stress testing.
