Memory Error - No Post

This one's got me scratching my head. New system build with 2 512 sticks. Would not post with both sticks installed (any configuration). Got the long beeps from the motherboard. Found it would post with one stick but not the other. Assumed I got a bad stick of memory. Ordered replacement memory and went ahead and installed Windows and got the system working with the good stick of memory installed. Built the system for a friend, so I gave him the computer. Replacement memory came today, and it didn't work (same error). He says now even the stick that was working before won't even work. All four sticks (installed individually) give the memory error and no post. Going to try some different memory tomorrow, but not feeling to confident this is my problem. Any suggestions? Thanks.

What brand and model of power supply is running the show there? What memory voltage are you giving the memory, and did the mobo manual recommend using particular slots?

The power supply is a Super-Flower 520W. Can't get to the BIOS to adjust memory voltage (only way to correct?). The memory should be in DIMM 0 or 2 if alone, DIMM 0 and 1 or 2 and 3 if running dual channel, and 0 and 2 or 1 and 3 for single channel. None of these configurations work. All give the same result. Also, I forgot to mention I had my buddy clear the CMOS as well per the jumper with no help.

Well, tried a different stick of memory with no luck. Also had my friend clear the CMOS again, and had him remove the battery to make sure it was cleared. Any suggestions? I'm assuming it may be the motherboard.
